If businesses are willing to assume the burden and responsibility inherent in bringing people into their workplace during a pandemic, they should have the right to reopen. Currently, the burden and responsibility fall on our state and local governments and institutions. I have a proposal for the governor and legislature that will allow businesses to reopen immediately. They can do so provided they sign a legally binding document saying:
